that Jeju development
special act defined
as "Jeju might
be designated as "Island
of World Peace"
"in order to contribute
to world peace and to
settle safety and peace
on Korean Peninsula
are due to the fact
that Jeju's geopolitical
location is more advantageous
than any other regions,
considering the peace
oriented prestige of
separated Korean Peninsula.

peace region or peace village
or city of peace in order
to set forth the image of
peace in a corresponding region.
What nation designates island
of world peace, not what local
government does, will equivalently
develop the country through
cooperation between local
government and central government.

is the primary subject of national
administration. Particularly,
considering the characteristics
of international dynamics of
Northeast Asia, where interests
relations of major strong countries
of the world intersect, peace
and prosperity on Korean Peninsula

Even during post-cold war era,
what crisis and tensions on
Korean Peninsula remained means
that, paradoxically, Korean
Peninsula is advance base for
world peace. In this context,
what the government's designation
enhances the peace image of
Korea pursuing the center of
peace and prosperity in Northeast

Since cold war terminated,
as economical cooperation between
Northeast Asia and nations is extended,
interchange cooperation and mutual
dependency between local governments
has been increasingly emphasized.
For the geographical advantage,
it was possible for Jeju to play
a leading role for economical cooperation
and security cooperation of Northeast
Asia. The vision of possibility
was actualized into designation
as Island of Peace. The roles of
Island of Peace as the place of
economic and academic exchanges
and collaboration of Northeast Asia,
as a center of dispute solution,
as the place of summit, and as a
place of peace education, where
world people visit for sightseeing
and experience peace-freedom-human
rights-compatibility of Jeju Island,
are significant

Island of World Peace is able
to rule out the tension of
neighboring countries. From
surrounded circumstances,
particularly, nuclear weapon
issue of North Korea, Jeju
should make it the center
of international meeting,
studies,and education on world
peace in Northeast Asia region.

Jeju Island as Island of Peace is
highlighted was the peace summit
between President Taewoo Roh and
Former Soviet Union Gorvachov. Subsequently,
visits of Jiang Zemin, China's president
in 1995, US president Clinton in
1996 and Japanese Prime Minister
Obuchi Keizo in 1999, caused Jeju
to be worldwide known as the place
for discussion on peace. What the
government legislated Jeju Development
Special Act which says that Jeju
might be designated as Island of
World Peace... In spite of the short
term, the visits of foreign leaders
from the 4 strong countries such
as US., Japan, China and former
Soviet Union, made Jeju much known
to at least Asia region. Korea-Japan
summit meeting held in Jul. 21-22,
2004, between President Roh, Moohyun
and Japanese Prime Minister Koizmi,
was climax of those visits.

Inter-Korean exchanges cooperation
towards Island of World Peace; tangerine
consign , Jeju citizens' North Korea
visit, the inter-Korean Peace Festival.
If the coming inter-Korean talks were

2003, Jeju Island should be designated
in 2004, make an island of peace,

Jeju 4.3 incident truth-finding and
restoring victims' impaired reputation"
was passed at the general meeting
of the National Assembly on Dec. 26,
1999. This gave Jeju citizens the
sense of self-achievement, because
they themselves settle peace and human
rights by themselves. Besides, inner
and independent elements required
for the settlement of island of world
peace might be fulfilled. |

Island of World Peace helps Jeju's
folk culture to be succeed to, recreated,
spreader and used in the 21C globalization
era. "Sammu(three nons)",
Jeju's folk tradition, means that
Jeju has no thieves, beggars, and
gates. It is the unique culture
of life history and spirit dated
to back long long ago. Since 1960s
Jeju has spotlighted as marine-subtropical
plants-resort and been recognized
as like "Samryeo(three excellences)"(nature,
folk and aboriginality industry)
and "Sambo(three treasures)"(crops
of special use, marine products
and tourism). These are Jeju's valuable
cultural heritages, in respects
of leading to preserve and to expansively
and nationally develop them, the
designation is also much meaningful.

of World Peace, the place where it
preserves beautiful and clean nature,should
be the place of coexistence and reconciliation
with ecology preserved. When Northeastern
people from China and Japan etc.,
visit jeju to enjoy the nature and
relax, this island of world peace

environment. It also should show the
future of Jeju in the 21C, which will
provide international interests in

policy which the government is trying
to activate local economy for the
nation's balanced development. Involved
with the project of island of world
peace, local development, international
meeting industry and building of infrastructure
as the international resort will be
able to expect Jeju's economy activation
and the effect. In particular, development
of tourist products regarding the
clean environment and the image of
peace will cause the local economy
to be sufficiently competitive. Foreigners'
entry without visa, building of tourist
infrastructure, openings of various
cultural events related with island
of peace, international peace meeting
and talks to dissolve disputes, and
developing of inter-Korean interchange
cooperation are much helpful to attract
foreign tourists as well as local
tourists. |
